You just need to go to the far left or right while he's targeting you, jump up once to hit him while he's recovering from his jump, then spin dash to the other end of the arena. That's out of reach from both of his possible attacks.
But silver sonic has a simple pattern, he's not exactly hard either. I always find I seem to hit a single pixel of claw that sticks out on the walker. I ususally use the spin dash method now, where you spin dash just in front of where he'll land so he crouches into it and gets hit.
So I finally beat Y's Book I on PSP. Don't worry, I'll play it again (albeit on a different platform) in March.
I got owned by the final boss, Dark Fact, about 15 times before he finally went down. Such a cheap and annoying battle. There's a bunch of projectiles shooting at your that seem virtually unavoidable, I guess the idea is to simply finish the boss off as fast as you can. Otherwise, your health will run out.

As do I, but even so you need to dodge a couple of his attacks. For the final boss, you just need to hit him and spin dash to the other end to dodge either of his two possible attacks.
