If it's done that way nothing is outlawed, but at the same time there's something there to protect the children. I in no way, shape, or form support outlawing such sites (or porn sites) completely.
And a rating system isn't going to keep people from seeing it any more than it kept Playboy magazines and horror movies away from determined kids in the past. A parent talking to their kid to prepare and keeping watch is still the best IMHO.

Well no duh. Of course there's gonna be kids that will still get to it. The same thing applies to all those things adults aren't supposed to have, as well. Doesn't mean the rating system wouldn't help, though. There are still good parents out there that would pay attention, and this would make it easier for them. And for those parents that don't give a crap, nothing changes for them.

I don't think it's the government's business. Something voluntary like the ESRB would be OK I guess.

I gotta say though, for most sites it's fairly obvious what they are for.
