How did the age ratings ever end up getting so bad in Australia? like did the politicians see a bad scene from a violent video game and start a campaign?

It has always been messed up, we have been lobbying for a R18 rating on games (So the stop outright banning games like Mortal Kombat and censoring the hell out of games like Left4Dead 2) for years.
