I agree, but most of these people just look at ebay auctions or over inflated prices on "game selling websites" and assume thats what people are paying.

Even checking completeds on ebay you get a weird distorted value that isn't going to translate to your local market.

The dreamcast is only a bit over 10 years old, so I think the real value is likely closer to 100-110 MAX at the moment (unless you have more money than brains on ebay). I think once it gets older a new in box unit will actually get kind of rare. The market got saturated from the 2009 sales but as more people open those up and play them there will be less true NiB units.
