Yes, it really is. It is that good.
When I got mine, I was pleasantly surprised by it. However, I am not a shmups fan, and lack of rpgs is a deal breaker for me with the system.
It has as many or more worthwhile RPGs/ARPGs in English than the Genesis. If you don't mind playing them in Japanese, it rivals the SNES. Of course, if you stick to games that do not require Japanese knowledge or a walkthrough because of the language barrier, the PCE is really a shoot 'em up/platformer/puzzle game console. Either way, anyone who ignores it really is missing out on a lot of gems. It's actually really fun to collect for, since there are a lot of games on it that are basically exclusive to it (kind of like the Lynx).

No way man, SNES is the best JRPG console of all time by far. Don't get me wrong, Cosmic Fantasy, Ys, Popful Mail, Dragon Knight II, Emerald Dragon, Xanadu, Neutopia 1/2, etc. are all great games... but there's nothing on the PC Engine that can compete with FF VI, Chrono Trigger, Earthbound, Terranigma, Secret of Mana, etc.

That is a matter of personal opinion. The quality of some of those PCE games you listed are very high. Personally, I'd take Far East of Eden II or III over Earthbound any day. FFVI or Chrono Trigger? Depends on my mood. Likewise with Ys I&II. :P

Ys I&II (III, depending on your liking), Dungeon Explorer I and II and Neutopia I and II are the most well known ARPGs on the system in English.

Hmm I think I would take the Phantasy Stars and Shining Forces over those
