I remember my family being too cheap/poor to get real internet so we had to stick with NetZero discs that had a 10 hour/month limit on usage.

Seriously, choices are pretty limited for many people. Fairpoint DSL is the only internet I can get at my house, unless I pay the cable company to run cable down my private road (1,000s of dollars).

IIRC early dialup rates were comparable to todays cable rates. Fixed cost per month and the only limitation was how many modems they had. At least from the small independent ISP back we had in the 9600 baud days.

I thought the whole net neutrality thing was supposed to protect consumers from this sort of thing happening. Was I wrong about that?

It's getting ridiculous how much the basic cost of living is. It's just expected that the average person have internet access and cellphone, and the rates just keep going up.
