She's pretty much top tier in the game.. You happen to main two other top tiers in Noel and Hazama.. All you are missing is Jin :O.. All my characters are pretty weak in Tiers... Hakumen, Carl, Tsubaki, Lambda 11 and Tager being the worst LOL!!!
