I know because of the Image Search tool the reason for the garbled pictures. But the guesstimate is focused on finding a hidden image and not actually recognizing a real pic.
For example if I took a brand new pic with my camera of an Asteroids CPanel, would an Image Search tool decipher the different angle shot to similar images online? Note the wallpaper I have is off another site.

I was alluding to how the pics really hide the image and turns the answers into a guessing game of what one might think is behind the curtain. A regular unscrambled pic would focus on gaming knowledge in trying to actually figure out the contents in the pic. I guess the scrambled pic cannot be helped in order to defeat cheaters.
In the case of the Asteroids panel which is easy to spot, maybe the scramble is a good idea? On the other side of the argument, some might not recognize it without the Image Search Tool. Maybe brand new never previously posted pics would defeat the cheat?
