Here are some cheapies for the Saturn that might not have been mentioned:
Twinbee (maybe the cheapest shooter)
Strikers 1945
Gradius Deluxe pack

And I think you're doing the opposite of me. I'm looking for all the pricey games first.

Strikers 1945 should definitely be checked out. As stated in the "best Saturn shmups" and "best ps1 shmups" articles, Strikers 1945 is best had on the saturn, and Strikers 1945 II is better on the ps1.

There was a localization of Strikers 1945 II on the psx, but it was confusingly titled "Strikers 1945"

So, you could import the first, and pick up the second for your ps3.

The konami packs are all worth looking into if you like konami shooters.

Parodius Deluxe
Chatting Parodius
Sexy Parodius
Salamander Deluxe Pack

All can be had in the $30-$40, if not cheaper. The Twinbee one should be the cheapest.

I don't know what Radirgy Noa is, but the first one had Radirgy, Karous and Chaos Field. For a while there were rumors that Ilvelo was coming out as its own release. I had never heard of an Ultimate Shooting Collection 2.

Ok, yeah, they re-released it and added Radirgy Noa and Illvelo.

Radirgy Noa is vertizontal instead of 3:4. Looks pretty neat.

Illvelo looks the most interesting. Can't really describe it, it looks nuts.

Maybe it goes by Milestone Ultimate Shooting Collection 2?

I'm not too savvy with Wii shooters, as I sadly still don't own any current-gen consoles aside my jap360

Somewhat related, I've been thinking about buying a Dreamcast boot disk to play some of these titles. Anyone have any thoughts on these, or know where to get one?

You can buy some many cool shumps in one package like taito legends 1 and 2 , capcom classics collection they are very affordable for the ps2 :)

Unless you're dead set on a pressed disc, the Utopia boot disc will boot most things for you. I use it for my 2 imports.
