Borderlands (General Knoxx DLC), Sunken Sea, Skyscrapers and not in a monster - I believe that is a racer infront of you. That and you are not using a Jakobs.

Really, it looks like the Sunken Sea. Skyscrapers are the big strider things. This just means time to play more Borderlands.

I never did play the last DLC, it could be from there.
