BOTH. Each one has it's merits. Sometimes I'm in the mood for the US soundtrack for it's extremely early 90's feel, and sometimes I want the JP soundtrack.

the JP version feels like the late 80's or even early 90's which this game came out was in the mid 90's.

Sonic CD came out in 1993. It was in production even before Sonic 2 (the original Sonic 1 team did Sonic CD).
Pretty weird.Following the release of Sonic the Hedgehog, Lead Programmer Yuji Naka had grown dissatisfied with the rigid corporate policies at Sega and moved to the United States to work with the Sega Technical Institute, along with several members of Sonic Team, to develop Sonic the Hedgehog 2. Meanwhile in Japan, a separate development team headed by Sonic creator Naoto Ohshima handled development on Sonic CD. Sonic CD, and Sonic 2 were initially intended to be the same game. However, during development, Sonic CD evolved into a vastly different type of game. [2] The game is the first in the series to feature animated cutscenes, which were produced by Toei Animation, with co-operation with Studio Junio.[3]

I think Sonic CD is much better than Sonic 2 despite the fact it doesn't have Tails which has converted me to a Sonic fan when I was a kid. I remember as a kid at like 6-7 when I beat Sonic CD it was the hardest thing in the world for me and I didn't know about saving the future and that, I thought it was just cool extra scenes.

In actuality, Sonic CD is the easiest of the Genesis era Sonics. I thought trying to out run Metal Sonic while Dr. Robotnik was behind with a laser trying to kill you and if metal sonic beat you in the race then you die. That Sonic & Knuckles expansion was weird to me.
