I think there is a misunderstanding of playing to win on either side here.
Many players that "play to win" won't be playing to win at all times, for example. There are times when experimenting is certainly appropriate (and actually may end up helpful to later play to win). But certain things that one can understand as "ranked matches" are meant to be competitive, and the objective of those is not so ambiguous: players are meant to maximise their chances to win. Players that do just that aren't therefore wrong, cheating, unfun or whatever else.
On the flip-side, players that are not playing to win aren't necessarily wrong EVEN when they are not playing to win in ranked matches. One does have to wonder why they are in ranked matches though - most games have other modes or allow the creation of private games. But they do become wrong if they complain about the players that are playing to win. There is no rational defence for behaviour like that (as Mario Kart is being discussed here, if snaking is in the game, nobody should complain about players that snake to win). If you don't like the rules of the game try finding a different game. Complaining about the RULES / GAME is valid. Complaining about the player that wins within the rules is not valid.
There are plenty of flawed competitive games out there, no doubt about that... And even a well balanced nice competitive game may simply not be to your taste.
If you enjoy not playing to win in that game that is fine - although as I indicate it would be great if there was a good way that players "playing to win" could find only each other in ranked matches because I believe that most of the true "playing to win" players actually value playing against good players over just winning against bad ones. There are certainly players who just care about winning though, but that is a different kind of mentality...

The Japanese version of Mario Kart 7 comes out a few days before the North American version. I changed my preorder to a fast shipping method, so I should pretty much get my copy the exact same time you guys do. (^_^)
