The Outfoxies.
It came out in like '94, but it's very similar to Super Smash Bros... only you're different assassins trying to *ahem* outfox each other. The levels are huge and change over time (like a bomb goes off and a parked helicopter crashes through the roof, then the place starts flooding)
There are weapons to pick up and use on each other. The game is really REALLY good. I downloaded it on MAME a couple years ago, and I have friends who come over asking to play it. I can't recommend it highly enough. Nobody's heard of it, though.
It would be amazing as a XBLA/PSN rerelease.
