So, I got a gamegear for free and now it won't power on. I thought that maybe my batteries were old, so I got a brand new pack and those don't work. I don't have a power cord for it, so that's out. Could it be bad contacts for the batteries?
Anyone with any experience in this department?

Uh yes, the Nomad and GameGear use nickle battery packs, many of which will have gone out by now, my advice is take out the battery pack and use AA's, if that doesnt work, the connectors in the cartridge slot could be coroded (like mine). If it doesnt work after cleaning the connecters and using AA's thats all the advice I can give you without you taking it apart and sending pictures. Handhelds are my thing when it comes to taking them apart and fixing them.
