What Genesis Sonic Game Is This??

First column, third row (below Sonic 2). What sonic game is that? I'm pretty sure I have all the genesis sonic games, and I don't recognize it. Looks similar to Sonic Classics 3-in-1, but the layout is different.

Anyone know the name?

or maybe we'd get the scary sonic fanboy rants again for saying that something wasn't perfect. Who knows?

Wacky Worlds? That's quite a blast from the past. My sister used to play that game all the time when our family had the Sega Channel.
