Yeah, the cable in the Xbox is an ATA33 cable, which makes sense because the hard drive wasn't intended to store much besides saved games. No need for speed. The IDE controller does ATA100, because that's what nVidia made at the time. So obviously the speed is limited by the cable. Putting an ATA100 cable on it will allow the Xbox to transfer at the maximum speed it supports.
An ATA133 cable will also work, but you shouldn't expect any improvement over ATA100. But honestly, I'm not sure if there are different ATA100 and ATA133 cables. I think all 40 pin ribbon cables are the same, and all 80 pin ribbon cables the same. But don't quote me on it.
