You're usually lookin at at least a couple hundred for a good upscan converter.

The advantage going that way though is that you can get japanese RGB/SCART cables for most consoles and use then on VGA. Euro/Japan SCART uses a different pin configuration, so you have to be sure they're japanese cables.

Edit; the pinouts are the same, but the shape of the din connector itself is different. If it would physically fit, it should work.
