No they aren't (import versions), IF you shop around. It's mostly a few shoot 'em ups, platformers and action games that go expensive (Dracula X: SotN is over, Super Tempo is over, Bubble Symphony is usually over, the Rockman games are around the price (maybe more like $40), etc.). The popular Saturn games like VF, VF2, Daytona (both of them), Sega Rally, Street Fighter Zero 1 and 2, Darkstalkers Revenge, Puyo-Puyo games, Puzzle Bobble games, Saturn Bomberman, etc., are cheap. Those are all REALLY good games. Even Guardian Heroes is around $30 if you look around long enough (but usually more like $40 plus, last time I checked).

Is there a list/thread around with the more cheaper import saturn shmups? For the SNES I would primarily try to get both RPGs and platformers like mario and mega man but for the Saturn I would mainly try for the shmups. The Fighting games were just an added bonus.

copies of darius gaiden and galactic attack/layer section go for pretty cheap, and both are great!

Soukyugurentai can go upwards of $40 at times, but you can find em cheaper, and the game is amazing.

Donpachi isn't too pricey either (though some go for jacked up prices) and I really enjoyed that

Gunbird goes for dirt cheap at times, and is a pretty good psikyo shooter. Strikers 1945 is also great, but a tad more pricey

Those are all I can think of at the moment. You can find Dodonpachi for around.$45, which is more than you wanted to spend, but its one of my all time favs

Hahah, the two systems I'm currently collecting for.

I bought Gunbird 2 when it first came out an' it's been one of my favorites ever since! The current price tag for the game is dirt cheap, as stated above.

Buying domestic an' imported games for the Saturn has been pricier than the SNES/Super Famicom in my experience, but then again that's all reliant on the games that I'm targeting. For instance, Shining the Holy Ark (domestic) cost me more than Super Bomberman an' Breath of Fire II (imports) combined.

Think you're confusing the price for the PSX version and the Saturn one. The Saturn has been creeping up lately, but still isn't as high as the other.
