The easiest way is to move slightly left of where he's going to land (when the target follows you) and spin dash. If you do it just right, when he hits the ground, he'll lower his body into you, take a hit, and then you can release the dash to escape his shooting arms. If you play as Sonic, they are exactly the same, with the exception of the last boss. If you play as Knuckles, you are often forced to take different paths than Sonic and Tails would take. 7 will still do, but if you get all 14, you can get an even better version of Super Sonic. Some of the bosses, like the Marble Garden boss, are changed. Other than minor stuff like that, his levels are identical to Sonic's. And by the way: if you want to play as Tails in S&K, the only way to do that is to play with S3 and S&K hooked up together, and start a new game with Tails as P1. It's kinda confusing how it works. When you're playing Sonic 3 & Knuckles, you can get all 7 Chaos Emeralds in the Sonic 3 levels and turn into Super Sonic. But, once you get to Mushroom Hill (the S&K levels) if you go into the super sparkly giant ring it will take all the Chaos Emeralds you've collected in the S3 levels from you and enable you to get the Master Emeralds (or whatever they're called) in the S&K levels. But when this happens, you can no longer turn into Super Sonic. What's interesting is when you're replaying the levels after you beat the game. I was playing Angel Island over and over to get all 7 Chaos Emeralds. I finally got all 7, and it said I could turn into Super Sonic, but I still wasn't able to. This is because I already got them taken away in the S&K levels. What's more, after you get all 7 Chaos Emeralds from the S3 levels, the giant rings in the S3 levels just give you 50 coins. If you want to get into the bonus stages for the Super Chaos Emeralds, you have to jump into giant rings in the S&K levels.
That's kinda annoying, I finally got all 7 and I still can't turn into Super Sonic. Also, the stage for the 7th emerald that I had to get kept stuttering toward the end and would make me lose. Did they do that on purpose!? The one time, I literally had 4 blue circles left and they were right in front of me in the form of a square. I got the first two, that's all I had to do was tap left twice to get the last two. But the game was stuttering and one of my D-pad taps didn't register so I walked into a red. I was so pissed! LOL.
Also, I kinda cheated and used the slow motion on my controller. It's great so I can get an idea how the level is set up with out worrying about moving too fast. Though it's some times really hard to jump in slow motion (because it's constantly pausing the game - if you hit the button to jump while it's paused it wont work ) which caused me to lose a few times. But after I got familiarized with a level, I would just play it on full speed.
So I guess I'm gonna have to try and get the 7 Master Emeralds in the S&K levels. Those levels are much harder! Since I've already beaten the game, if I get all 14 Emeralds, does that extra level automatically open up? Or do I have to beat the final boss again to progress to it?
edit: Ah, I just looked up a video of the Doomsday Zone level. I remember that. A while back I cheated when playing Sonic and Knuckles, I put in a code that gave me all the emeralds so I was able to get to that level. Now I'll have to try and do it without cheating!

For what its worth, you only need the 7 chaos emeralds and Super Sonic to get into Doomsday Zone. Even if you don't succeed in collecting all of the Super emeralds, as long as you got the chaos emeralds, Doomsday will open up for you.
The only difference is you'll be using regular Super Sonic, as opposed to Hyper Sonic. (Yeah, there's a lot of names, I know).
Quick recap:
7 Chaos emeralds = Super Sonic
7 Chaos emeralds + 7 Super emeralds = Hyper Sonic
The minimum for Doomsday is the 7 chaos emeralds. Even if you have them taken away and start working on the super emeralds, you can still access Doomsday.
