Trying to track down a game

So way back when I was in grade school one of my friends had a PC game. It was a turn based nation strategy game. Your goal was to conquer various territories. A given territory would produce a certain type of unit, so the hobbit lands produced hobbits, while the desert lands produced a different unit. So a balanced army would draw from several territories. You had hero units which included a mage who shot fire balls at a fairly rapid rate. There were sieges as well, and the walls could only be broken with siege engines or the mage's fireballs. Battles were from a top down perspective. This was also an earlier DOS game, as the game's speed was highly dependent on clock speed. For perspective, my friend had a 33 MHz and it ran normal. I tried it on my 200 MHz and my mage was a machine gun.

Is this ringing any bells for anyone?

Since it involved Hobbits, I'd think it was a Lord of the Rings game.

Lesse, I was in 4th grade at the time, so no later than 1994. But considering that it seemed to be designed for a 20-33 MHz machine, I'd guess it released earlier than that.

And I think they were technically referred to as halflings. I'm 99% sure it wasn't a LotR game.

My parents bought a 386 SX 20 in 1989, so if it ran about right on a 33 then I'd guess 90-92.
