On a long enough timeline, these hackers will make a mistake and will end up in jail.
There is some real irony to be had in this situation: People clamoring for freedom of information by acting in a way that demands tighter security, restricted flow of information, and greater involvement by law enforcement in the virtual arena.
Still - if someone is going to be making network security vulnerabilities a concept to be recognized even by lay people, I'm glad it is a bunch of wackos out for laughs and not a malicious foreign hacker seeking to either reap financial gain or cripple another states infrastructure.
What we are dealing with is annoying but enlightening.

A words meaning is granted by its use in the vernacular. 99% of all media talking about people who maliciously break into computer networks call them 'hackers'.
