Anyone Know Anything About Concrete?

I bought my house 5 years ago and didn't have a water problem (if you have seen the pics of my basement) but a year and half ago I got my basement waterproofed not because of water in the basement, but water (~6 foot deep) trapped inside the block walls. The previous owner used drylock on both the interior and exterior of the concrete block. I was able to tell because I was getting "pot holes" on my outside wall.

Now that the wall has had time to dry out since it was waterproofed, I powerwashed and scraped it down today and don't know what to do next.
I was planning on painting but I'm not sure if paint would stick even though it looks like the old paint did stick to the rough spots. I went to Home Depot and they suggested covering the whole wall with QuickWall, but I'm not sure if that's something I should do or hire a professional.

So I guess my question is: After taking a look at the attached picture does anyone have any suggestions as to what I should do next - Paint, Professional, or Patch?

*the whole wall is not like this this is just the worst part of the wall. there is probably only 5 or so other bricks like these ones.

So how is water getting in? Do you have a high water table? Or is the land sloped towards the house?

I'm not sure that putting stuff on the wall is going to help. It's best to do other stuff like grading the land properly, perimeter drains (exterior or interior), etc.

I do live at the bottom of a hill but that wasn't the problem. The water came from under the house but because of the drylock on both sides of the block that sealed the water inside the block but not in the house. Oh, one of the main sources of the water, I forgot about, was that the downspout used to flow down and then along the house. I fixed that within a month of moving in.
As for the grading that has been done as much as possible, and like I said we had the house waterproofed where drains and a sump pump were installed inside (that was a messy process from the jackhammering of the basement floor) so water is no longer a problem.
I just want to know what to do next since the house is now dry...
