100$ CIB is the most I would pay. (For any game for that matter) But I'm still not ever going to spend more than 50$ on it probably.

If you're asking what the going rate for it CIB is, then $450 is actually more than fair as I've seen it goes as much as $600. Only you can decide what you'd be willing to pay tho. This isn't a rare game, really, and it's not impossible to find it CIB without even going on Ebay or Amazon. Just keep looking.
I have a ton of games listed at my store's site: Super Smash Video Games

Was $600 still sealed?

Is Earthbound a good RPG? Yes.
It's it the best SNES RPG? No.
Is it worth playing anyway? I'd say so.

The game true is overrated, but I do enjoy the fact that it tends to stray away from RPGs that cling to a medieval feel. It was nice to see something take place in present day with everyday items as your weapons.

And on the subject of price, I bought my copy at a flea market for $100. Though it was cartridge only, it was a steal at that price. $450 is quite steep unless it's complete in excellent or near mint condition. $600 is ridiculous. Only way I can see paying $600 is if it was still factory sealed, NRFB.

I could make a kickass cardboard box myself for like $10.
