If the TV is worth a damn and is being hooked up via VGA, it should provide the PC with information as to the optimal resolution, which would show up as a choice on the slider and there will be no cutoff. Not vga- hdmi out on the laptop to hdmi slot. Also 720p sets aren´t really that common. i would go 1080 if you can.
I like samsung lcd sets. Look for a high refresh rate. Worth it.
Depending on the source either select 1080p or 720p. the tv will scale it nicely.

Let the 720p content be outputted at 720p and let the 1080p content be outputted at 1080p.
Unless you have a 1080p with a super duper upscaler..... Just experiment a bit.
Also for me personally sound from a tv is not important. Any cheap small stereo set is always going to have better sound anyway. Better save on sound and get something extra to hook up. Only problem is that some sets like Panasonic (damnit) do not let volume increase/decrease the outputs. They only work for the tv speakers! §%$%/%/("§$/
So you then need 2 remotes. 1 for zapping and 1 for volume (on the stereo set).

So this is what I went with:
The cost at the local Sears was less (including tax) as it would have been on Amazon or basically anywhere else, so it seemed like a good deal and the TV has been reviewed quite well. Thanks again to everyone for your suggestions!
