No video output issue

My mate decided to build a gaming pc and had a big budget. However he had never built a pc before so he asked me to help him out, as i built my own recently. However although all the fans run, the Mobo led lights up a nice green and even the disc drive can open/close. However we cant get a picture with either the VGA output on the Mobo or the HDMI from the graphics card.

Specs are:
Asus M4A78LT-M LE Motherboard
AMD Phenom quad core CPU
Corsair 1333hz RAM 4gb (single stick)
ATI Raedon 5770 XFX graphics card
450w PSU WinPower

I browed google and things we have tried:
Bench set up
Stripped down to bare bones
Replace monitor
Replace cable(s)
Reset Bios (battery trick)

Advice?

Maybe something not seated all the way? Check the Memory, Drive Cables and anything else that plugs in.

Does the drive act like its booting, the light flickering?

No the Mobo has a steady green LED. We've tried reseating every component one by one and the same result. I'm thinking a new PSU as i've never heard of his model and people have always told me if in doubt its usally the PSU. Especially as his came free with the case.

I doubt its the video cable. Got to be something internal if the hard drive is not trying to boot. On certain IDE drive cables the detent is missing, you could actually plug it in with "Red" pin #1 on the wrong end. Not sure about the Sata drives.

Temporarily remove unneccessary components such as modems and cards not needed to boot. Also verify all the jumpers match to memory configuration and bus speed to what you have installed.

The green light on the motherboard simply means there is power hooked up to it -- it means nothing else. It's basically a warning indicator for you when you're working on it to disconnect the power source.

The power supply is likely a piece of shit, it's true.

However, if it's providing power to all the components, you should be getting video out. Are you using the correct memory speed and size for the motherboard? That would be my very first off the cuff guess. My second would be to make sure you've provided power to all the necessary spots to the motherboard, and make sure you've plugged the power connector into your video card if it requires it.

Ok scratch that he told me that ealier on (before i arrived) when he started he had the PSU set to 115v instead of 230v and on the first "test" it went pop and smoke came out. I myself dont know a whole lot about PSUs but i suspect that, the incorrect voltage blew something and so now it's running at a far lower power??? Could this be the case?

Corsair TX. I have one and it's been rock solid since I upgraded from my Enermax Liberty (nothing wrong with it, it just wasn't powerful enough to run my ever expanding HDD collection as well as my bus powered Firewire audio equipment). So yeah either Enermax or Corsair TX are the ones to look out for. I've also heard very good things about Seasonic and Silverstone but I've not personally used them. The new Seasonic X series has been winning a ton of awards lately. So that might be your safest bet.
