I guess it really depends on what kind of games you are into the most. I personally only play fighting games every now and then, so my vote is definitely for the 3DO. I bought a 3DO and a ton of games recently and have been enjoying it. It is a nice piece of history as one of the first mass market 32 bit home consoles.
Here are some great games to get the console for:
Star Control II
Gex
Cannon Fodder
Battle Sport
Return Fire
Need for Speed
Road Rash
Wing Commander III
Super Wing Commander
Super Street Fighter II Turbo
Star Blade
Out of This World

I'm thinking 3DO. However, it's not happening soon, now. We owe the government $150 because our tax-people messed-up our returns and we already spent the refund a while ago, but we were just informed about the screw-up.

While the LYNX and the homebrew scene make for a competitive argument, it's huge and cumbersome. The WonderSwan is a lot sleeker. But then again, I'm definitely going to push for the NGPC. A huge library of games (and a lot of good head-to-head titles if you meet anyone here) and the portability is a plus.
Many of the best the 3DO library provides can be found elsewhere. The Ur-Quan Masters project brings Star Con II to PC, Mac, *nix, Wii, PSP, and XB360 (almost!). Gex can be found on the Saturn, Cannon Fodder is better with a mouse (as the SNES, Mega Drive, and GBC ports can attest), Super Street Fighter II X needs the 6-button pad (or find it bundled with a bunch of other Capcom classics), etc.
