Super Star Soldier level select?

I want to practice the levels individually, so I tried this cheat...

I can get the cheat menu to come up, but the only options are a sound test and game difficulty adjustments. I checked everywhere, and all the sites listing this code say it opens a level select option as well. Are they wrong or is there something I'm missing here? :(

I wanna try! But what the hell is I and II? I'm not familiar with cheat codes at all...

I and II are the two face buttons for the Turbo Grafx control pad, just their version of A & B. You playing the Virtual Console version?
