I like Resident Evil better. More action and cooler monsters. But if your more into the the psychological horror, you'll like Silent Hill better. I'm a child of the 80s, so for me the more gore, cool monsters, and action you can pack into it, the better.

I'll cast another vote for Silent Hill. I personally consider that series to be the epitome of Survival Horror.

Silent Hill, as usual, is the cream of the crop.
Up into SH4 anyway, then it gets worse.

Just to throw a few more names out there, PS1 was *the* system for survival horror back in the day. In addition to Silent Hill and several variations of the Resident Evil series, here are a few more scary games worth checking out:
Clock Tower 1 and 2
D
Dark Delusion: Deception 3 (Tecmo)
Dino Crisis 1 and 2
Parasite Eve 1 and 2 are borderline survival horror, but mostly is an RPG
The PS2 has another wide range of survival horrors, I can give you some recommendations there too if you would like.

Another vote for Silent Hill here too!
I love me some Resident Evil (oh god, the dogs!), but the atmosphere created in the original Silent Hill made it, by far, the best survival horror game released on the PS1.
I don't know if the technological limitations imposed by the PS1 might have added to this with the lower FPS creating a feeling of running in slow motion when you just want to get the hell out of a situation. The fog might have been added to help disguise the lack of rendering, but it sure as hell created a unique atmosphere.
If you happen to also own a PS2, you should really play SH 2 and 3 as well. #4 is OK,but its one of the worst ones in the series.
