I"m looking to buy a Ms Pacman cocktail off of this guy but it has a chip that makes her go "fast". Anyone know if it can be turned off? I'd prefer the game without Pacman going really fast.

When you say "he said it has a chip that makes her go fast" this makes me believe he's talking about one of the EPROMs. I know that some (or a lot of?) arcade hacks/mods are just simple EPROM swaps. For example the MK2 Challenger or Immortal mods are just 2 EPROM swaps. Arcade PCBs usually have the EPROMs socketed so you wouldn't have to desolder and resolder them, just pop out the old one and stick the new one in. I looked up Ms Pacman real quick on eBay and found this:

Those EPROMs definitely look like they're in sockets. All you would have to do is find out which EPROM(s) have the mod on it and swap them out for the original. If this is not something you or a friend can do, then maybe try and get that board I linked above. The seller listed it as "does it work, who knows?" No bids, 20 hours left, 99 cents. Even if there's something wrong with the board, the EPROMs should be fine. Though those last two EPROMs aren't numbered like the others, so maybe this board had a mod as well. Might be better to play it safe and reburn the EPROMs for the ROM image (if that's possible) or try and find some one out there that has this board and an EPROM programmer. Either that or try and find another Ms Pacman board on eBay on the cheap. This game board has an auxiliary board, so if you find a board only auction that's missing the auxiliary board it'll probably go cheaper than others.

Are there any DIP switches? A lot of older boards can be adjusted for lives and difficulty level. Maybe one might control the speed?

Hmm, that be great! I lost a few bookmarks the other month, put there's this one site dedicated to arcade boards with a wealth of info. I'll try and find it.
Either that or download the ROM and play it in MAME. I think MAME will let you mess with the dip switches, you'll be able to find out what they are that way.

Hopefully I'll have that pacman cocktail soon and he's also going to sell me a Donkey Kong machine to add to my single neo geo mvs arcade!

Yeah. If you look at the pic in that eBay auction I linked, you can see the dip switches on the board.

Well there you go. The bottom option says "2x Speed Cheat" so I would assume that's it.
