Herc's Adventures and Rival School's are two games I always thought were some of ps1's best.

Man I swear the PS1 has one of the best libraries out there, I think I've played a lot of the good ones well think again.

Totally have to second the Croc series, those games were fantastic, if you love Crash and Spyro you'll love them. Same with the old 3D platformer Gex games, I remember them being pretty hard later on though.
How about Blaster Master: Blasting Again? Really not a bad game at all in my book! I remember when it first came out as such a budget title, $9.99 brand new I believe. It definitely did the open "underground" world thing fairly well even before Metroid Prime, or whatnot.
Wind 9! Fun times there. Good ol' Shiny Entertainment.
Arc the Lad is a little overlooked, highly recommended. I love how this game had the SRPG gameplay, but still allowed player interaction in towns, dungeons, etc. Not something you saw in some of these games like FFT.
Alundra! Basically 32bit Zelda here with a great story, another great one brought over by Working Designs.
