I finally got a chance to watch this. Jesus fucking Christ, this is astounding. I never thought something could make Big Rigs look playable by comparison.

Seriously, it's even more incredible when you play it. Download a ROM and be amazed.

I don't think Crazybus should count. "Game" implies fun and enjoyment. Crazybus is...well... crazy.

I would say, on a technical standpoint (and only considering games that saw wide release), candidates would be:
Big Rigs
Pit Fighter (SNES)
Superman 64
Anything LJN Made. Especially on the NES.
If we included every 'indie' game, every hacked ROM and every unfinished product, we'd be here all day. Really, I think we should be considering the games that performed a small miracle by making it past what I'd hope to be multiple barriers within the industry that should have given a thumbs down, all the way to the factory lines to then be sold to the soon-to-be-disappointed masses.
Big Rigs failed to do just about anything properly. It can't even perform it's intended function. The rest of these games simply were too buggy, too unbalanced, or too barren to invoke any positive emotion other than maybe laughter after realizing you are playing the video game equivalent of an Etch-A-Sketch doodle.

I played ET for hours on the 2600. Back then I didn't know what a bad game was so I figured I just sucked at it. I just couldn't figure it out, but it was still fun. I think most people count it as the worst game ever because wasn't there some sort of glitch so that it was unbeatable? I thought I remembered hearing you couldn't even get past a certain part.
Much worse was, I can't believe I am going to say this, Strawberry Shortcake for the 2600. This is the game my sister got and I tried it out for a little while (hey I actually got someone to play video games with me) and it was the worst. I seem to remember it was like that mini game in Mario 3 with three horizontally spinning sections that you had to match up. There was some sort of a sun that passed across the top of the screen for some reason.
Top Gun was another game I blamed myself for not being good at. I could never get anywhere because I couldn't land the jet on the damned aircraft carrier. So frustrating.

Actually it's not only easy to beat, it's impossible to lose.
You need to get into each hole and collect letters. Once you have all the letters you must go to a certain place and you win. I have seen far worse.
Some people also need to differentiate between "I don't like" and "It sucks"

Plumbers Don't Wear Ties (3DO) if for no other reason as its sheer stupidity. Although, now that I think about it, it might not truly be a "game" at all really, so...
