Sega Saturn Wireless Controllers Acting Up

I just got a pair of Doc's Wireless Controllers for my Saturn, but they don't seem to be working right. The receiver barely picks up any button presses, but it is a little better when I hold the controller right up to the receiver. Absolutely nothing gets through any more than 3 feet back. Any ideas on how to fix this? The controller(s) seems to be working fine; the LED at the top lights up whenever I press a button, so I believe the problem is in the receiver.

Yeah, I put new batteries in both controllers. Is there any repair I can do for the receiver?

Maybe dirt/dust on the inside of the IR cover, assuming you've checked the outside already?
