It's based on a horror anime. Apparently the source material was so horrible, the dubbers decided to just have a blast and rewrote the whole script turning it into comedy gold.
Also why don't you watch Japanese episodes of DragonBall with English subs?

Haha, that was pretty funny. I don't watch subs because I can't. I just don't have the attention span for subs, I only watch dubs. I'm not a real anime fan I guess...

Holy crap that is funny!
"Oh damn anime, look what's happened to my eye."
"I'll stand very close behind you."
"Well, if you're gonna stand close behind me, stand closer; I can't even feel it.... And they wonder why I like black men!"

Bebop is the best example I've seen of an english dub so good you don't need to watch it in japanese at all. I'd even rate it higher than the japanese voice cast
I generally support subtitles over dubs though, but I like the dubs for Tenchi Muyo(I can actually enjoy it either way, both voice casts are excellent) and Lina Inverse's actress from Slayers is wonderful. One dub I didn't like was Rurouni Kenshin, not because it was bad, I just don't think any english speaker can capture his character as perfectly as the japanese woman who voiced him

I thought she'd had a few different ones over the years?

You know now that you mention it, I think the OAVs and movies had a difference actress. I was actually thinking of Lisa Ortiz who was the voice on each season of the tv series. Oddly enough, now that I think about it I never saw the OAVs or movies dubbed so I don't know how good that other voice actress is

I liked Cynthia Martinez fine in Slayers: The Motion Picture (never seen the other movies or OVAs). I liked most of the cast in that really.
'course I'm fairly easy to please with dubs, as long as the casting seems appropriate and the performances aren't too flat or unsuitably obnoxious I'm fine with it.
