List of Underrated Fighters/Beat Em ups
I purchased Star Gladiator 1 and 2 the other day and I thought they were great fighters. I actually want to know your list of underrated fighters as I have yet to try many mainly because they were either buried by bad reviews or simply bad marketing.

I know it's an SF2 clone but hear me out: TMNT Tournament Fighters SNES. I don't know what it is. It mixes the canon of cartoons and comics, good graphics and roster, neat music. An utter surprise to me when I bought it as a kid. Came out at the end of the franchise's lifespan and competed with heavy hitting major fighters. It's worth it.

I've been playing a lot of Breakers lately; not only is it hilarious with the obvious SF character rips but it's a surprisely solid fighter. Burning Fight is also my favorite underrated best-em up; it's so bad it's good - "Nice Choice!"

TMNT (GBA)
It's made by Ubisoft but manages to be better than the two Turtles games Konami put out on GBA. The sprite-work is amazing. It has a real comic book feel to it. And it plays exactly like Konami's old Turtle arcade games. Also throws in a money system similar to River City Ransom. I suggest this one often.

Shin Kidou Senshi Gundam W: Endless Duel for the Super Famicom by Bandai. One of the deepest fighters on the SF. I believe it still has an active online community on Zbattle. The game is very reminiscent of Street Fighter 2 Turbo. Mighty Morphin Power Rangers: The Fighting Edition used the same engine as this game.
Gundam Battle Assault 2 was another 2D mech fighter from Bandai. This game had a huge roster of Gundam series favorites. The game was very reminiscent of Street Fighter 3 with its use of a boost gauge which could be used to do a boost jump, temporarily fly, or parry an attack. It's only downfall was that the playable boss characters broke the game. It's sequel in my opinion did the first two games no justice.
Waku Waku 7 is a bizarre anime style 2d fighter from Sunsoft. Very fun, but it's only downfall is it's limited roster of 7 characters (9 with a code). If you can find this game on the cheap I highly recommend it.

I really enjoyed playing this game, and yes the sequel was trash.

As for fighters i think project justice is a great fighting game another of my favs would be 3 dirty dwarves for saturn
