I played a lot of fighting games in the 90s, but kind of fell out of the genre through much of the 00's. There are some ideas I have had for a long time, but I'm not sure if any fighters have done them.
1. A JRPG where you battle with fighter mechanics instead of turn based battle.
2. An on-rails fighter that has you traveling while you fight and allows environmental interaction. For example, you might be duking it out on top of a train and you can time moves to slam your opponent into a bar or tree branch that's about to come by, or use the trains smoke stack to blind your opponent. Sort of like how shmups evolved from static screens like Space Invaders and Galaga to travel through space like Xevious or 1942.
3. A game that uses fighting game mechanics, but isn't about fighting. You do some other set of actions that also requires quarter circle spins, combos, etc.
Are there any fighters that do this?

J T, if you like Shmups, check out WarTech on the 360!
http://en.wikipedia.org/wiki/WarTech:_Senko_no_Ronde
It's an interesting shmup/fighting game hybrid that I can only describe as, well, just play it because there's no way to describe it! I picked my copy up brand new at GameStop for $10, so it can be found cheap.
It may not do what you describe above, but it's definitely something different for those tired of the same stale fighting conventions..
Also, you have tried out the Power Stones and Smash Bros. games, right?

These traits seem more like a beat em up than a true fighter to me. I would go with Guardian Heroes on the saturn. It has rpg elements and kind of like castle crashers, but with a solid story and leveling system.

1. Legend of Lagaia and Hybrid Heaven both have leanings in that direction. There also a few other RPGs with influence from fighters, like Sabin's Blitz controls in Final Fantasy 6.
2. The Super Smash Bros. series has stages that are similar to that, though because of their random nature, they're usually thrown out for tournament play.
3. Breetai listed some excellent examples.

Evidently, item #1 has been covered by Revengers of Vengeance on Sega CD.
