Christ! The newest PS3 games sell for R$200, which would be about $120 USD. That's insane. I see they even offer installment payments

Most likely that's due to the Brazilian government (import duties/taxes) rather than Sony.

It is. Games are taxed in more than 100% before getting to the shelves (I'm not pulling this number out of my ass, it's the actual tax rate). I've talked about it before here, there's a campaign in Brazil called Jogo Justo (Fair Game) to drop the taxes over games.
