I hope that clears up any confusion.
It seems to be the exact opposite to me, in fact.

When I was in the Navy, it was interesting observing different cultures such as its actually polite to loudly slurp your noodles in Korea.

In Australia I saw some No Standing signs, WTF!

It means you can only stop briefly to load or unload passengers as noted in this NY DMV page.

I've heard two different reasons for this.

The first is the a fag-end was a sailors term for a useless frayed end of rope. The term was applied to the unsmokable end of the cigarette and over time fag became a slang term to describe the whole cigarette. Fag-end refers to a useless leftover bit of something, like the filter/butt in modern cigarettes.

The second is that it's derived from faggot, a word for a bundle of twigs which are used to kindle fires. Possibly it came from this due to it's resemblence to a stick of lit kindling. The term may have become applied over time to younger pupils at british universities who were bullied into lighting fires for older students, which is, I assume where the other meaning of the word fag comes from.

Both of these could be wrong though, I can't say I got them from reliable sources. The first reason sounds more feasible than the second though.

Just how some of us over here call them "butts" ... it really means the filter after all the tobacco's been smoked, but we call the whole things butts sometimes. Gotta love parallels. Ha, personal favorite of me and a friend of mine (we both smoke): "Butt time" or "Wanna do a butt" or "Doin butts." Nyuk nyuk. Heh, I'm not gonna try substituting "fag" for "butt", tho they substitute "butt" for a couple things... ...sigh, that's my time

Speaking of the English, let me add one more.
