For me it would have to be Panzer Dragoon Saga. It is such an incredible game but I just never could get past one particular battle against the girl and her mega-beast. I guess I never officially finished Panzer Dragoon II Zwei either, I had to use a cheat device to get to the end because I suck at shooters.
I never finished FFVII but it just got so tedious I couldn't stay interested. I've got plenty of games I've never finished but mostly it's because they either don't continue to keep my interest or are just too darned difficult.
What games do you regret never finishing?
I regret not finishing any game that I start and dont finish. I get particulary annoyed with myself if the reason I didnt finish it was becuase I got hold of another game and started playing that. I dont mind if the game beats me, I'm satisfied that I got as far as I could.
If you are gonna push me for a single game though I'll say Zelda and the Minish Cap - got to the last battle and lost interest.

FFVII is one I actually did finish. Defeated all the weapon monsters, did the battle arena for Cloud's Omnislash, got Knights of the Round, etc, etc. I'm pretty hardcore when it comes to FF games. I remember posting in another topic like this so I'm going to try to not repeat the same games I mentioned there. Games I have not finished would be:
The original NES Battletoads-Some day I'll play that game again. It's such an awesome game that I regret not seeing everything it had to offer. That game was so ball bustingly hard though that I may go the wussy route and use an emulator to beat it.
Pikmin 2-I have no idea why I haven't finished this wonderful game. I was on the last part of the game and I just never got back to it.
Stubbs the Zombie-Very funny game, but the difficulty ramps up after a few stages and trying to get your zombies to do what you want and actually keep them alive can be a real pain. I reached a level where there was this gauntlet of enemies and I had no zombies left and didn't know what to do so I stopped playing
I never finished Tales of Symphonia on the Gamecube. Though I'm not sure I regret it. The game got kind of boring to me after awhile. Awful english dubbing(Colette comes to mind) and mediocre story. Plus, the combat system loses its novelty quick
Shin Megami Tensei Nocturne-I was intrigued by the game's story, style and the variety of interesting occult creatures you kept finding and learning about. And hey, it's got Dante in it! But god this game is cheap as hell and exhausting to play so I just gave up on it.
Radiant Silvergun-Damn it, I still haven't finished story mode yet, but so help me I will. I started getting frustrated with it, and then got distracted by other games(most recently The Red Star). I have to get back to it though. Eventually, the tons of continues I've amassed and powered up weapons will get me through. I'm proud to say I played through almost all of stage 5A without a single death. It was that extra part at the end that was not in the original arcade version that finally killed me though

mine is the orig Link's Awakening for the Gameboy. I loaned my GB to a friend and never got it back so I never got to finish it. I suppose if I ever went back to it I would have to play the DX version
Oooo, that one had a fun ending. I never could finish PE2 however, got stuck in a bad situation without much health and got constantly killed. I only have the one save so I can't back up a ways and try to set myself up better. I had no interest in starting all over at that point either. I never finished grandia 2 for dreamcast, i got all the way to the second disk, there was a game save glitch that kept freezing the game in a certain town, man was i pissed...i got a new vmu but everytime i try to play it, i give up...i'm actuallly about 20 hrs in as of late and i don't feel like playing it further..lol, but i know i will...oh, and shenmue too, i never finished that...
