Like others have said, use 91% or more rubbing alcohol or contact cleaner. To get the best cleaning you really need a game bit. It will allow you to see what area of the pins need cleaning and is much easier than going from the bottom.

For the system just use cardboard like others have said, or use a old credit card wrapped around a thin white tshirt and put rubbing alcohol on it. Stick it in and out of the slot and repeat.

Then just place the card on a dry part of the shirt and stick it in and out on the cartridge slot.

You can get bits to open up carts here and other places. You can also make some temporary ones.

Otherwise I could have a go at cleaning them if you want if you're in the US so shipping isn't prohibitive. See my refurbishing link in my sig.

Hi, recent updates. I moved on from trying to fix Mega Man X, until recently. I had been given a gift card to Vintage Stock, and bought a new Mega Man X for the SNES while I was there. I took it home, excited to finally play my favorite old game. I took it home, and... nada. Exact same problem as the last one. However, once out of the ten times or so I tried it, the start button took me to the actual title screen. Which then disapeered a moment later. I haven't been able to replicate it once more, which was after I gave it a 70% Isoprophyl Alcohol swab and let it dry. Is there like a problem with all Mega Man X's, is there something wrong with my SNES, or am I really unlucky?

Sounds like it is your SNES then. If you've already tried cleaning it, see if you can test the carts on another SNES.

At this point, I would recommend using a old toothrbrush+91%rubbing alcohol and scrub the contacts of the system with it.

try using a little bit of windex on a old stiff toothbrush it may take a couple tries to get it going

I wouldn't recommend that. Almost all windex contains ammonia, ammonia eats gold which is what the contacts are coated with.

Once the gold is gone, the layer underneath is susceptible to rust.
