There has been some debate about that. Officially, it is not stickied as it is not sanctioned by Racketboy.com

If they were to sticky the list, it would be like the site itself were recommending certain sellers over others. B/S/T works the way it does because it is clear that all transactions are one on one with little oversight from the website.
