My first two queries:
1. Did you recently add a new USB drive or memory stick?
2. Did you Remove-Delete any ? in the Device Manager and Reboot?

Be sure to do number two before proceeding.

Agree with Hobie, Windows should be able to pick up the internal CD drive easily with resorting to installing a dedicated driver.

If your CD drive still won't get recognized, a couple options since you can't access your Windows CDs.

You might be able to download that missing Windows DLL file when prompted during a New Hardware Detect install.

As a temporary solution you can attach an external USB CD-DVD drive. Hopefully Windows will pick it up with out needing the original Windows Install disks. From there you can run your CD install disks.

I would stick with Win XP. Any newer operating system such as VISTA tends to clog up resources of older computers with all the new features. Might be a problem for your current Win XP system. Or at least bypass buggy VISTA and go with WIN 7.
