It really depends on what you're going to play, but overall your rig should handle games at okay settings/resolutions. You CPU is a bit lacking, though.

I think you can run Civ5 and CoD on lower settings pretty well.

Don't know about Civ V, but for the new Call of Dutys, you should be okay.

Civilization V
Minimum:
Processor: Intel Core 2 Duo 1.8 GHz or AMD Athlon X2 64 2.0 GHz
Memory: 2GB RAM
Graphics:256 MB ATI HD2600 XT or better, 256 MB nVidia 7900 GS or better, or Core i3 or better integrated graphics

Recommended:
Processor: 1.8 GHz Quad Core CPU
Memory: 4 GB RAM
Graphics: 512 MB ATI 4800 series or better, 512 MB nVidia 9800 series or better
There's a pretty big jump between minimum and recommended requirements, but I think that you could get a decent frame rate on that computer.

Why aren't you getting a 64 bit OS? You won't be able to address all 4 GB of our RAM without it, only about 3.2 GB. Also, 250 GB HDD is pretty small. I'd say go at least 500.

To be honest, it really depends on the price. I would check out rigs at newegg and compusa.com, just to make sure ur getting best rig for your price level. If I were to recommend something a little better, a quad core with at least an ATI 4000 series or better gfx card.. thought I saw a rig like that on newegg for 500 bucks yesterday.

Also I don't recommend win 7 64 bit... I've seen stability issues quite a bit on friends machines.

Never had an issue with stability since I got Win 7 64. And the bigger point is that if you're not going 64 bit then getting more than 3 GB of RAM is a waste because you cannot use it.
