That is weird, is the image okay on a normal TV? Maybe the LCD is bad, don't know of any adjustment other then brightness and volume controls. Maybe try cleaning the contacts where the LCD plugs into the PSOne.

The clear screen indicates a good signal. Gotta be an internal adjustment if there is one. Maybe if you are lucky may find some small potentiometers inside. Go slow in taking apart and mark positions before you slightly turn any of the pots. If you want maybe post a pic when you get the inside PCB exposed.

Should take a part the LCD, and try to find pots for screen vertical position.
I hope I don't break it while try to take a part the LCD
Unfortunately there are no pots on the board, at least not on the one I have. But maybe a surface mount cap or resistor going bad? Could reseat the cable from the board to the screen though.

Can't be the PSOne, nobiman states TV looks fine. Come to think of it Hobie is right, LCDs don't do the scan routine of CRTs.
Still, pop that cover off see if that connector is loose and just maybe a pot.
open the LCD up and reseat all the cables inside of it. they tend to get knocked out of place from time to time and cause video problems like messed up color or other stuff like that. unplugging and reconnecting them usually fixes it.

Maybe, but just to point out, LCD's still do a Vsync, and the difference is CRT's scan it one pixel at a time, LCD's just update the pixels and keep them all on.
