So I gave it another go with the region patcher, resulting in a working copy of Radiant Silvergun. What I done differently was:

Instead of converting the bin/cue into an iso, I loaded the bin into the region changer and checked off as the region of choice. I finally figured out how to get ImgBurn to run properly in Ubuntu, and with that I was able to successful burn Radiant Silvergun. Thank you guys for taking the time to help out a fellow retrogamer, I really did appreciate it!

As a general rule dont convert images. bin/cue is what you want.
