I noticed blue is the normal color for PAL games. I knew Dreamcast did this but also see that PS2 and Gamecube are also blue.

Can anyone shed light on this?

Gamecube game boxes are generally black, with few exceptions. Zelda is Gold, mario sunshine is blue and mario kart double dash is red. I think the camera must've made those gamecube boxes look blue to you.

Seems to be a mix of colors in PS2 as well with a lot having PAL blue cases. PAL Gamecube have some that are blue, the color exclusive to PAL market. But why blue for PAL, is that something first started by Sega?
As a side note, Dreamcast Japanese games are orange labeled, same color scheme as Brady Game guides.
