That's kind of misleading. Apparently, the age of consent in Italy was 12 when the Vatican became a city state, and part of their treaty with Italy was to have the same civil laws as Italy.

They never really had any reason to change it because almost all citizens are catholic clergy. I'm not even entirely sure that a child can even have citizenship.

A lot of them have also been gay. Face it, you're in a time where homosexuals are persecuted via burning at the stake, stoning, or sodomy by red hot poker, and then you have an option to join a group that is pretty much above everyone else and allows your preference and distaste for women to remain hidden by a vow of celibacy.
