Just as the title implies I'm looking for some suggestions. My budget range doesn't extend too far past $30 so nothing too exotic please. I want it to have great battery life and/or rechargeable battery. I'm more concerned with dpad quality than having a ton of buttons. Analog sticks aren't a must because they probably won't see any use anyway.
Bluetooth or Wifi is cool but no IR.

It's not perfect, but it's in your price range. I suggest waiting for Newegg to put this on sale/offer free shipping, if you aren't in a rush.
It takes AA batteries, so you can just buy some rechargeable ones. I am not too sure on the battery life, but when a co-worker used his, it seemed to last a while. I have the corded equivalent, and I think the controls are nice (but I guess I'm not super picky either).
I would recommend reading through the reviews, and see what others have to say (~370 reviews, and an average of 4/5).

I was gonna say too, Ive also got the corded version. It works great for all my emulators. I may try and pick this one up though.

Personally, I would buy an xbox 360 controller with the wireless receiver for your pc. AND get this program http://pinnaclegameprofiler.com/ That program is key. It lets you map all the buttons yourself so you don't have to go through the crappy microsoft program and it works with any game. The only downfall is that the controller is $20-$50, the receiver is $20 and that program is $20, although I'm sure you could find a way to get the program for free.

I don't get the need of wireless if you sit close to a PC monitor. Its not like the huge HD where you sit on the other side of the room. Couple approaches you might try:

I recommend buying a used logitech Xbox controller. They're truly excellent and last around 50 hours+ on two AA's. You can mod the receiver's plug to be standard USB and then simply download Xbox drivers.
Might be a bit of work, but it would turn out to be probably the best wireless controller option you could get for around half the price of typical PC wireless controllers.
