You can play for free up until the 14th. Afterwards, you need to purchase an actual copy.
It's well worth it. Trust me. I'm normally not a big shooter fan, but I love TF2 to death. Mainly because I have good friends who play.

It's a free weekend. Steam have them all the time for certain multiplayer games. If you want to keep playing after you have to pay for it. The one exception to this was Portal. That was given away so that Mac users could have a game to play on the new Steam for mac (the ones that have never bought games on steam before). It would have been pretty silly for Valve to launch steam for mac where nobody could play anything on it (or at least trial it).

Well I can't play it unless I pay $9.99. I tried to download the game, but it doesn't let me get the game for free.

The game should show up in your Steam games list as needing to be downloaded. Just kick off the download and you'll be in business. While it downloads read up a bit on the classes so you can be credit to team. I've had just about enough of engineers who don't understand how to repair/upgrade buildings or destroy sappers.
