You are absolutely right. I haven't played the PSX version, but I know the Saturn version was actually really solid. It was just Super Street Fighter II with Mortal Kombat-style graphics. The Arcade version, on the other hand, was a sack of crap.
The original Arcade game, as you mentioned, was a different game produced by a different team. And yes, it was a piece of crap and deserves to burn in the hell for all eternity.
Also, I disagree with Night Trap being on the list. I think it can be a fun novelty game
