Better CPU is hardly going to help when your GPU is the bottleneck.
Unless you have a really highend laptop with dedicated gpu as well as dedicated vram it is going to run like shit, from the specs I have found it is an utter piece of shit with 12 shaders, that with the fact intel are known for making some of the worst onboard cards on the market, I wouldnt like your chances, even with a game that doesnt need high specs like TF2.

Like others have said, a computer with an integrated graphics card is definitely not the route you'll want to take if you intend to play any games. The graphics card is your primary concern in this matter, the better your card the better the game will run. Honestly, while TF2 does have more going on underneath the hood than you'd think, most modern graphics cards won't have any trouble running it at full speed.

Minimum: 1.7 GHz Processor, 512MB RAM, DirectX® 8.1 level Graphics Card (Requires support for SSE), Windows® Vista/XP/2000, Mouse, Keyboard, Internet Connection

Don't pay attention to the 'minimum specs' on anything. That is simply there to say, it will run with these specs - but only just and with the absolutely everything on low. Which will mean, low res textures, no shadows, low poly models, sub 30fps - the lot.
